ジョン・ミックルスウェイトさん、御紹介ありがとうございます。そして、マクロン大統領、王岐山副主席、それからラガルド専務理事、御一緒させていただき大変うれしく思います。<br /> そしてプーチン大統領、今回の御招待、誠にありがとうございます。特にこの美しいサンクトペテルブルクに招いていただいたことを、本当にうれしく思います。おかげで、ずっと憧れていたエルミタージュ美術館に、先ほど初めて行くことが出来ました。<br /> 聴衆の皆様、今年は日本のナショナルチーム、サムライブルーが、ＦＩＦＡ（国際サッカー連盟）ワールドカップを目指してロシアにやってきます。サムライブルーが勝ち上がって、決勝戦でロシアと戦うこと。それが、時差ぼけのせいか、妙に楽天的になった私の夢でもあります。<br /> エマニュエル、クリスティーンを前にあえて言いますと、私の夢では、フランスのレ・ブルは、サムライブルーを前に、準決勝であえなく敗退しているはずであります。<br /> もっともエマニュエルは、そのときはフランスが、日本を大差で負かしていると思っていることでしょう。夢というものは、見るなら大きな夢ほどいいわけであります。<br /> 想像してみましょう。日本とロシアに永続的な安定が生まれたとき、世界はどうなっているでしょうか。<br /> 私たちは、北半球と東半球のひとつの大きなコーナーに、平和の柱を打ち立てているはずであります。地域と世界を支える太い柱です。<br /> そのとき、北極海からベーリング海、北太平洋、日本海は平和と繁栄の海の幹線道路になることでしょう。対立の原因だった島々は物流の拠点として新たな可能性を見いだし、日露協力の象徴へと転化するでしょう。日本海も恐らく物流のハイウェイとして一変します。<br /> 既にウラジオストクでは、あの美しい港を両国の力で太平洋への玄関口として整備する努力が進んでいます。北極海から日本海、行き交うものを想像してください。ヤマル始め、北極海ガス田が生むＬＮＧがそのひとつとなることは疑いをいれません。重い砕氷船でやってきたＬＮＧは日本の北方で普通のタンカーへ積み替えられます。その後は経験豊かな日本企業のハンドリングで日本の、中国やアジアの、遠くインドのユーザーへと向かうのではないか。日本は世界最大のＬＮＧ輸入国です。ＬＮＧ買い付け量で世界最大という会社も日本にあります。<br /> 市場形成や価格メカニズムの開発で、日本には豊富な経験があります。ここは必ずや日露のウィン・ウィンが成り立つことでしょう。皆様の北極海ＬＮＧは日本と組むことで世界市場にインパクトを与える偉大なスイング・プロデューサーになるのです。北極海からベーリング海、北太平洋、そして日本海からインド・太平洋へ。<br /> 冷戦期における戦略的対立の軸は平和と繁栄のシースケープへ劇的に変貌します。むろん法の支配が行き届いた空間にするのです。そのときロシア北方と極東がもつ潜在力は初めて本格的に解放され、ロシア経済の成長はターボチャージャーを得たも等しいものになるでしょう。それは日本を含め周辺各国全ての利益になり、世界経済への重要な貢献になります。<br /> これらはすべて絵空事、白日夢でしょうか。そうは思いません。一歩ずつ、歩みを続けることで必ずや到達できる目標です。<br /> そして皆様、日露の平和条約は、正にそうした大きなビジョンを実現するためにこそ必要なのです。少なくともプーチン大統領と私は会うたびそう互いに確かめ合って、今日までやってきました。<br /> 皆様、革命１００年、戦後７０年、新生ロシアが生まれて四半世紀。多事多難の歴史を経て、ロシアの若者はようやく今、長い尺度で未来を見つめて歩む生き方を始めたかのようです。<br /> 力を込めて申し上げます。皆様の歩みは、日本をパートナーとしてこそ、存分に勢いを得るに違いないのであります。<br /> 言葉で言うだけでは足りません。ロシアの、ごく普通の人々に、日露が手を結ぶとどんないいことが起きるか、目に見える成果を出して分かってもらう必要がある。そう考えた私は、ロシアに対し、８項目に上る協力のテーマを打ち出しました。<br /> 皆様、私の内閣には、そのため特にこしらえたポストを担う大臣がいます。（世耕大臣、ちょっと立っていただきたいのですが）世耕弘成さんはロシア経済分野協力担当大臣に就任してからほうぼうを訪問しています。モスクワ、サンクトペテルブルクはもとより、ウラジオストク、ヴォロネジ、エカテリンブルク。４月末には、ヤマルＬＮＧを見るために、まだ寒いサベッタに行ったそうです。この夏にはサハ共和国にも行く計画だそうでして、これだけロシアのいろんな場所へ足を運ぶ日本の大臣は両国関係史上初めてです。<br /> その甲斐（かい）もあって、今ハバロフスクからモスクワまで、日露の経済協力プロジェクトがどんどん増えています。その数は、もう１３０件を超えました。<br /> みずみずしい野菜をつくる農業の革新があります。都市の基盤を新しくし、車の渋滞を３割減らす事業があります。ヴォロネジのプロジェクトです。<br /> プーチン大統領はこの５月７日、２０２４年までの目標と課題を発表して、生活の質を高め、経済社会構造の改革を進めるための重点政策を打ち出しました。<br /> 日本が提案した８項目の協力プランは、まさしくその重点政策と軌を一にします。しかも日本は具体的事業で貢献しています。ロシア経済、社会変革にとっての促進剤、触媒に日本はなろうとしているのです。<br /> 皆様、日本が担う役割の第一は、ロシア人の健康をのばすことです。乳幼児を救うこと、お年を召した方が健康で長生きできるようにすることです。<br /> この５月には、日露の協力でリハビリテーション・センターがウラジオストクにできました。脳梗塞を患って体が不自由になっても人生を諦めてしまう必要はありません。今までなら絶望のふちに沈んだかもしれない人たちを、日本の医療技術が明るくします。動けるようにします。<br /> 内視鏡を使った診断と治療において、日本の技術は世界でも一流です。ロシアとの協力が長年続いてきた分野でもあります。内視鏡で早めに見つけておけば、内臓の奥深く、姿を見せ始めた腫瘍を取り除くことができるようになります。<br /> 何でも早めに見つければ医療費は安くつき、健康で長生きできる寿命は長くなります。それはロシア人のライフスタイルを変えるお手伝い。その協力をしたいと願う日本はロシアの人々の、命を延ばし、希望を育てるパートナーです。<br /> プーチン大統領は、２０３０年までに平均寿命を８０歳に上げると言っておられます。それならどうしても日本に力を奮わせてもらわなくてはなりません。<br /> 第二に日本が担うのは生産性を上げるお手伝い。生産ラインを流れる製品を単位時間当たり、たった１個にしろ、増やそうとするとどんな工夫が必要でしょうか。設備のレイアウトは、工具、冶具（じぐ）の置き場所はどこにすればいいのか。そういった知恵を、今ロシアからやってくる人たちが、目で見て、手で触れて獲得しています。<br /> ２０１７年度に訪日し、名だたる日本の企業を観察したロシアのビジネスパーソンは１４４人、合計滞在期間は１１５日に達しました。その結果、部品の加工時間が９０分から３０分に短くなったという自動車部品の工場がウリヤノフスク州に現れました。同じ州の別の自動車部品工場では、不良品の発生率が２２パーセントから、有効数字で０パーセントへ、劇的に改善した例まであると聞いています。<br /> そんな取組を、日本では「カイゼン」と呼びます。皆様御存知のように、ロシアでも次第に定着してきた言葉です。<br /> ラインの脇につく労働者が、目線を一度工場の天井くらいまで上げて全体を俯瞰（ふかん）する。それで改善のアイデアを出すという工夫と知恵が日本の工場で生産性を上げてきました。このとき労働者は指揮命令を受けるだけの側から、ライン全体を三次元的に見るデザイナー同然になります。労働者をそんなふうに変革するところに、日本における生産性向上の秘訣（ひけつ）がありました。<br /> 自信にあふれ、責任感に満ちて、働き甲斐（がい）を感じる労働者が増えるとき、生産性は上がります。日本が御提供できるのは労働者ひとりひとりを信頼する労働文化そのものなのです。<br /> 聴衆の皆様、大統領と私とは、努めて頻繁に会う習慣を打ち立てました。明日はモスクワに場所を移し、またじっくり話します。これが２人の、２１度目の会談となります。今まで２０回の会談を経て、私たちは信頼関係を打ち立てることが出来ました。<br /> 日露関係がいま音をたてて動き始めたその訳は、私とプーチン大統領が２人の力、その全力を込めて日露関係を動かすんだと決意しているからです。<br /> 今変えないで、いつ変えるのか。私たち２人が動かさないで、他の誰が動かすのか。プーチン大統領と私は会えば必ず、お互いこれを肝に銘（めい）じ合う、そういう間柄です。<br /> その結果、早くも両国の協力が「あれと、これしかできない」と絞って考える考え方から、「これと、あれができるなら、それと、あれもできるはずだ」と広げて考えるものへと急速に変わりました。<br /> ユジノサハリンスクに北海道から温泉の会社がやってきて、湯につかる楽しみを現地の人々に広げるという。これなど、「そうだ、やってみよう」と軽やかな発想で始まっています。「何でもできるはずだ」という自信がないと、きっと日本から来なかったビジネスです。<br /> 日本とロシアの間では、力を合わせる習慣が育ち始めています。これこそは、プーチン大統領と私が望んでやまなかったことです。<br /> 今年のこのフォーラムのスローガンは、信頼の経済。まさしく信頼の経済をつくる実践を日本とロシアはともにしているのだとお考えください。<br /> 聴衆の皆様、私たちは、北東アジアが真に安定した平和と繁栄の地となることを望んでいます。<br /> 今回、米朝首脳会談が実施されないことになりました。重要なことは北朝鮮が国連安保理決議を順守し、完全、検証可能で後戻りができない非核化を実施するかどうか。そして拉致問題です。日本から無法にも連れ去った人々を全員返すかどうか。小さくない「イフ」をいくつも見届け、満足を得られた暁、ようやく私たちは、北朝鮮と長い目で見た力関係を構想できるようになります。<br /> 北朝鮮には勤勉な国民がいます。豊富な資源もあります。北朝鮮が正しい政策をとり、正しい道を歩めば、北朝鮮は国をもっと国民をもっと豊かにできるはずです。<br /> だからこそ、私たちはこのプロセスを急がせ、良い方向へ動かすため、いままでにもまして大切になるのが、ロシアと日本の協力にほかなりません。そして、フランス、中国、もちろんアメリカ、韓国、世界各国の人々としっかりと協力をして、北朝鮮を正しい方向に歩ませていく。それが必要であります。そのためにもしっかりと国際社会は結束して、北朝鮮の問題に取り組んでいかなければならないと思います。<br /> ウラジーミル、私たち２人は歴史に対するそれぞれの立場、各々の国民世論、また互いの良心を背負って会談を重ねてきました。これからも重ねていくでしょう。<br /> 私たちは今、歴史の潮目に立っている。向かうべき道、なすべき努力ははっきりしている。日本とロシアの未来の世代のために働くこと。日本国民、ロシア国民、互いの信頼関係をより深め、平和条約を締結して両国間に永続的な平和と安定を築き上げ、日本とロシアが地域と世界の繁栄を守り育てる、一大勢力となること。そのため互いに勇気をふり絞り、あらゆる困難を乗り越えていこうではありませんか。<br />
